You can picture 251/250 as one whole group of 250 plus 1 extra part out of that group. Since the extra amount is very small, it is easy to estimate the value as just over 100%, or about one whole and a tiny bit more.
A common mistake is to treat 100.4% as if it were 0.4% because of the decimal. In reality, 100.4% is greater than 100%, while 0.4% would be a very small fraction of the whole.
