To picture it quickly, imagine a bar divided into ten equal sections. About four sections would be filled, but the last section would be only about three-quarters full, so it is close to 40% without reaching it.
A common mistake is to round 38.75% all the way down to 38% and forget that the extra 0.75 percentage point matters in some situations. It is also easy to confuse 38.75% with 38.75 as a whole number, even though a percent describes a portion out of 100.
